Position Summary/Purpose of Position:

Serves as the Business Service Specialist for the Maryland Business Opportunities Center (MBOC), the University of Maryland’s (UMD) central hub for supporting efforts across the state to start, grow, and sustain businesses owned by minorities, women, and other underserved communities. The Business Service Specialist is responsible for building strong relationships with clients, SBDC Maryland, and statewide business resource providers. The ideal candidate should be assertive, highly motivated, confident, analytical, and an excellent business consultant.

This position reports directly to the MBOC Director. The incumbent has independent judgment and latitude in the performance of duties. The position will assist the business development specialist in servicing pre venture businesses across the state to start, grow, and sustain small businesses owned by minorities, women, and other underserved business owners in underserved communities.

A self-starter interacts closely with MBOC personnel and UMD staff working on assigned business development projects. May oversee student staff as needed. Maintains a relationship and rapport with MBOC, SBDC, Apex Accelerator, VBOC, and UMD staff to ensure technical support is called upon as clients’ needs dictate. Receives guests and dignitaries.

Minimum Qualifications:

Education:
High School Diploma or GED.

Experience:
Six years progressively responsible experience in a combination of budgeting, accounting, payroll, purchasing, and personnel work.

Required Knowledge, Skills, and Abilities:
  • Working knowledge of and ability to apply Generally Accepted Accounting Principles (GAAP).
  • Working knowledge of management principles and practices.
  • Skill in applying basic analytical skills to review expenditures and revenues, prepare forecasts, and reconcile accounts.
  • Skill in performing basic mathematical computations.
  • Skill in planning work and supervising others.
  • Skill in organizing and executing multiple assignments under specific time constraints.
  • Ability to understand and interpret University policies and procedures in the areas of finance, human resources, payroll, purchasing, and sponsored programs.
  • Ability to prepare and present budgetary, accounting, and other reports and schedules.
  • Ability to communicate effectively orally and in writing.
  • Ability to operate office equipment, computers, and related software.
  • Ability to handle sensitive and confidential matters with discretion and tact.

Other:
Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 college credits being equivalent to one year of experience.

  • Familiarity with Small Business Development Center (SBDC) and Small Business Administration (SBA) programs.
  • Skill in various computer software packages, such as word processing, spreadsheets, database, presentation programs, Internet, email, and calendaring software (e.g., MS Office Suite; Calendy, Gmail, etc.)
  • Ability to plan, organize, prioritize, and execute multiple and continuing assignments with general instructions; understand and follow oral and written instructions; and interact courteously and efficiently with internal and external parties.

Physical Demands

This position will require minimal travel to provide on-site visits with clients, outreach, training, and statewide/national conferences. Currently, work assignment is remotely but will be required at times to come into headquarter or remote offices to work per request of Program Director. An active valid driver’s license is required. The employee is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and extensive reading.
