About the Department

The Occupational Safety section is part of the Occupational Safety and Health group at NC State Environmental Health and Safety that provides services to the extended campus community. This group handles programs including but not limited to fall protection, LOTO, construction safety, excavation safety, powered industrial vehicles, ergonomics, OSHA record keeping, engineering controls and PPE, Safety and Health Training, etc.

Essential Job Duties

Manages assigned Occupational Safety Programs for NC State Environmental Health and Safety. Program oversight includes but not limited to accident/incident investigation and reporting, confined space, control of hazardous energy (LOTO) machine guarding, hoist and crane safety, electrical safety, fall prevention, ergonomics, OSHA record keeping, personal protective equipment for physical safety, project reviews, hazard reviews, and other program activities associated with occupational safety.

Professional-Knowledge:
  • Oversees numerous complex and comprehensive elements of the University Occupational Safety Program.
  • Reviews and updates various occupational safety programs to meet best practices and regulatory requirements.
  • Consults with campus departments and stakeholders on assigned occupational safety programs. Provides feedback on departmental safety practices and provides recommendations for problem resolution.
  • Serves as technical Subject Matter Expert (SME) for occupational safety and safety engineering needs and requests.
  • This position will be expected to work cooperatively to develop solutions to safety issues which may not currently be addressed by established state or federal regulations.

Program Management and Administrative:
  • Develops, implements, and manages the wide variety of occupational safety programs.
  • Manages vendor/customer relationships in providing with ergonomic solution to University employees requests; provide service and equipment loans at no or low cost to the university.
  • Serves as EHS liaison to department safety committees for 2-3 colleges or departments
  • Provides in-person training on technical programs such as fall prevention and control, electrical safety, permit-required confined space, etc.
  • Conducts EHS reviews of Facilities Modifications requests and project reviews on Bluebeam Revu.

Change Management:
  • Follows new developments in occupational safety rulemaking associated with assigned program areas assignment and updates programs to maintain university compliance with new and existing regulations.
  • Develops and conducts safety inspections in shops, kitchens, and field and farm locations.
  • Interfaces with departments on resolution of safety deficiencies as well as regulatory violations which may arise from safety compliance inspections by agencies such as OSHA.
  • Participates as a member of the spill response team responding to small chemical spills on campus.

Communication:
  • Effectively communicates safety program requirements, including web content for all assigned safety programs.
  • Communicates requirements for assigned safety programs.
  • Revises content of complex safety regulations for assigned programs into language suitable for university employees.

Leadership:
  • Develops and delivers occupational safety training content on complex multiple training topics and also manage online training programs on the university learning management system.
  • Develops and provides effective occupational safety training for a variety of audiences and situations.

Minimum Education and Experience

  • Bachelor’s degree and two years of related experience; or Master’s Degree in a Physical Science, Biological Science, Environmental Science/Engineering, Occupational Safety, Industrial Technology or related discipline; or an equivalent combination of training and experience.

Other Required Qualifications

  • Requires a detailed knowledge and experience base of enforcing or managing a wide range of occupational safety and health programs. Based on experience and training, can critique proposed solutions to problems for viability as an effective solution.
  • Based on varied experience and training this person should be capable of contributing to solutions to safety concerns associated with new technologies, without reliance on established practices.
  • Capable of oversight of multiple safety programs covering a large and complex university environment, including lab, facility, machine & woodworking shops, and pilot plan operations.
  • Demonstrated capability to assess weaknesses in solutions and approaches and skills associated to assigned hazard control programs.
  • Ability to critique and clearly communicate safety concerns regarding a wide range of activities including but not limit to, electrical safety, work practices, forklift and aerial lift operation, and ergonomics.
  • Knowledgeable about complex safety topics and able to deliver effective training covering a variety of issues including arc flash awareness, electrical PPE, office ergonomics, use of personal fall protection equipment, and electrical safety for mechanical trades.
  • Maintains accreditation as an office ergonomics specialist through coursework and practice. 
  • Experience in development of solutions to compliance problems through personal experience and from interaction with other safety professionals is necessary.
  • Advanced knowledge and understanding of occupational safety regulations above key responsibility is necessary due to the scope, breadth, and complexity of University operations and processes.
  • Requires an experience level and ability to craft solutions to safety concerns associated with new technology, where a solution “roadmap” may not exist.
  • Ability to assimilate information quickly and provide insightful feedback to co- workers and customers.
  • Participates in safety inspection process, providing leadership for assigned occupational safety programs.
  • Maintains training for emergency response.

Preferred Qualifications

  • Prefer mixed experience including regulatory, industry, and labs involving a variety of situations/challenges.
  • CSP, asbestos/lead certification preferred but not required.

  • A valid North Carolina driver’s license or the ability to obtain one within 60 days of start date.
