We are seeking a North Atlantic Treaty Organization (NATO), Control Office Representative to help us provide Accountability, Training, Safeguarding, and Destruction of NATO material to the APL’s NATO Contracts. The NATO Control Office is an integral piece of the overall mission of the Security Administration Group, which aims to provide superior security administration services to Johns Hopkins University - Applied Physics Lab,(JHU/APL), while executing the requirements, restrictions, and safeguards prescribed by the NISPOM 32 CFR Part 117, (NISPOM), to safeguard classified information. This team provides excellent assistance to JHU/APL programs and staff in the areas of classified material control, personnel security clearances and classified visits. While serving JHU/APL, we continuously strive to partner with government and industry security leaders to improve and streamline the administration that surrounds the protection of classified information.

 

As a NATO Control Office Representative, you will...

 

Plan, execute and manage the NATO Classified Material program for the Johns Hopkins University Applied Physics Laboratory. These responsibilities include providing principal support on NATO Information Systems, leveraging in-depth subject matter expertise to advise APL executive leadership on applicable regulations set by the NATO Registry, NATO Control Point Policies & Procedures, and NISPOM, and keeping APL Leadership informed of any concerns. Develop and oversee handling procedures for sensitive information and establish new accountability processes unique to NATO Regulations and Accountability practices for JHU/APL. Manage all APL Staff with a Personal Security Clearance Level (PCL) & valid Need-to-Know (NTK) for access NATO Classified Material are vetted with the appropriate NATO Accesses and that the accesses are renewed annually per NATO regulatory requirements.

As a NATO accountability principal, advise APL executive leadership on all regulations set by the NATO Registry, NATO Control Point Policies & Procedures, Defense Counter Intelligence Agency (DCSA) International Division, U.S. Government / Military Program Sponsors, and the NISPOM to all APL Cleared Staff requiring NATO Accesses.

 

You will ensure that processes are created for periodic (quarterly & annual) onsite audits and inventories. Provide technical reviews of all applicable APL organizations and provides guidance on utilizing NATO accountable information to ensure that all NATO information can be located within applicable APL DCSA Approved Area(s) (DAA’s). Responsible for creating processes that ensures the accountability tracking modules and continuous receipting are accurate within NATO/DCSA Regulatory Requirements for both physical NATO classified material and NATO classified Information Systems (I.S.) used to process, retain, classified information. It is the responsibility of the NATO Control Officer Representative to counsel, educate, and report any discrepancies, to include the required corrective action(s) to the NATO Control Officer, Facility Security Officer (FSO) and the Executive Leadership Team..

 

Conduct Monthly Auditing of all APL Staff NATO Briefings. Monthly Audits are required by the NATO to ensure that accesses are properly maintained and renewed on an annual basis. The NATO Control Officer Representative will restrict NATO Accesses from APL Staff who do not meet the criteria necessary for maintaining NATO Access. In addition to granting access to NATO information, the NATO representative is responsible for making determinations to remove NATO information access when the established restriction criteria are met.

 

The NATO Control Officer Representative is solely responsible for the Design, Development, and Deployment of unique NATO Trainings applicable to all NATO Briefed APL Staff. These trainings provide critical insight on the Classified Safe-Guarding, Derivative Classification & Marking (unique to NATO material), NATO Control Office expectations of NATO users (as it pertains to NATO material accountability / all transmissions (external to the APL) / NATO Destruction) and the over-arching expectations of APL’s University Affiliated Research Company role within the NATO Community.

 

The NATO Control Officer Representative will serve as the principal NATO authority to the Facility Security Officer, (FSO), Administrative Inquiry Team for any & all Information Spills and reportable incidents related to NATO information to the Defense Counter Intelligence Security Agency (DCSA). (This includes but is not limited to) independently advising both the NATO Control Officer & FSO via official DCSA reporting processes of all facts involving the nature of the security incident and corrective actions based on the situation in concurrence with NATO policies and regulations, initiating the interview process with all applicable APL


Qualifications

You meet our minimum qualifications for the job if you...

  • Four-year Bachelor’s Degree or equivalent work experience.
  • Minimum 3+ years of security related experience within the Industrial Security Professional Related Practices and Procedures.
  • Demonstrates the ability to work independently as a NATO Control Officer Representative involving all material related to NATO policies and Procedures on behalf of the Johns Hopkins University (APL).
  • Strong Knowledge of North Atlantic Treaty Organization (NATO) Policy and Procedures.
  • Strong knowledge of Accountability Database Implementation and Destruction practices of classified material in accordance with National Security Agency (NSA), NISPOM 32 CFR Part 117, and NATO Registry requirements.
  • Proficient with the Security Information Management System (SIMS).
  • Proficient with Defense Information System for Security (DISS) for granting accesses to NATO information.
  • Strong Computer and Office skills to include proficiency in Microsoft Word, Outlook and Excel.
  • Strong interpersonal skills with the ability to interact with all levels of APL staff, to include professional interaction and communication with the Defense Counter Intelligence Agency (DCSA) International Division, and U.S. Government Program Sponsors.
  • Excellent organizational, follow through, and attention to detail skill-set.
  • A valid state of residence driver's license that is in good standing with the MVA.
  • Communicate, orally and in writing.
  • Are able to obtain Interim Top Secret level security clearance by your start date and can ultimately obtain Top Secret level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.
  • Ability to manage a large, combined decentralized but homogenized information management system that consists of a diversified set of functional users.
