Primary Purpose:

Provide analytical support and direction to all areas of Sempra Energy and its business units with regard to electric demand and energy forecasting, load research and analysis, program measurement and evaluation, customer end-use analysis, customer load profiles, rate design and other operational and regulatory-related issues. Provides analytical support for internal planning and regulatory strategy development. May testify in regulatory proceedings before the CPUC, the CEC and other regulatory agencies.

Duties and Responsibilities:

  • Advises and provides project management and analytical support in the development of load information and forecasts related to system loads, energy sales, customer usage and demand response programs for internal analyses and regulatory filings.
  • May provide expert testimony in related proceedings.
  • Provides advice and analytical support to other areas of Sempra Energy and its business units regarding the development of integrated analyses and evaluation of pricing, demand response and business proposals including new programs and optional rates.
  • Provides analytical support and potentially witness expertise in the development of testimony, exhibits, workpapers and data request responses.
  • Analyzes regulatory proposals strategically and tactically, and develops information and recommendations to assist management in planning and decision-making.
  • Conducts statistical studies of energy utilization.
  • Develops load forecasts and other relevant usage factors by customer class, business type, and individuals within the broad scope of regulatory, demand response, energy efficiency and advanced metering objectives.
  • Develops, utilizes and maintains complex load analysis and forecasting models, methodologies and databases, updating as necessary to reflect regulatory and industry changes.
  • Interfaces with the internal and external personnel as needed to develop proper analyses for load research and demand forecasting activities.
  • Monitors market, regulatory and legislative environments to ensure consistency across issues and across business units and assesses implications of external events on corporate interests.
  • Meets regulatory reporting requirements and presents findings and recommendations to management through reports, presentations, or other direct communications.
  • Performs other duties as assigned (no more than 5% of duties).

Hybrid Schedule:

  • Although the schedule may vary, typically this will allow the employee to work onsite three days per week and remotely on the remaining workdays.
  • Must reside in Southern California or be willing to relocate upon hire.

Required Qualifications:

  • Bachelor's Degree in economics, business, engineering, accounting, mathematics, statistics or a related field or an equivalent combination of education, training and experience.
  • Experience with the development and use of complex mathematical modeling, forecasting, and advanced statistical techniques.
  • 3-5 years' experience in a related field.

Preferred Qualifications:

  • Graduate degree in a related field or equivalent work-related experience.
  • Understanding of the key regulatory, legislative, and competitive issues facing Sempra Energy and its business units.
  • Working knowledge of macro-economic and micro-economic theory, econometric and statistical techniques and models, forecasting methodologies, utility and regulatory economics, and electricity supply and demand.
  • Knowledge of CPUC and FERC regulations and policies regarding forecasting, load analysis, measurement and evaluation and associated regulatory-related and often evolving issues.
  • Strong verbal and written communication skills.
  • Strong analytical and conceptual skills overall and the ability to creatively solve new problems.
  • Works well individually and with others as part of a self-motivated, collegial team environment.
  • Ability to manage high level projects and coordinate projects with other departments.

SDG&E offers a competitive total rewards package that goes beyond base salary. This position is eligible for an annual performance-based incentive (bonus) as well as other merit-based recognition. Our Incentive Compensation Plan (ICP) is one way we recognize employee's' work to help us execute and deliver on our strategic priorities. The target for this position is an award of 15% of base salary and is based on individual and company performance for the plan year.
