This position will work a hybrid schedule which includes a combination of working both onsite at in La Jolla, CA and remote.

Reporting to the Director of Resource Management, incumbent serves as a Senior Financial Analyst within the Office of the Vice Chancellor for Health Sciences (VCHS) and Dean of the School of Medicine (SOM), responsible for approximately $225M in resources in support of executive leadership. The Resource Management office is responsible for the financial management and administration of VCHS and SOM commitments and assessments, Ladder Rank FTEs, and the Health Sciences gift and endowment portfolio, requiring analytical and accounting skills and business management knowledge, including general understanding of UC San Diego and Health Sciences administrative organizations, departments, policies, procedures, processes, and practices.

The incumbent will utilize data management tools and business processes to support the oversight of VCHS commitments and funds flow, annual budget reporting, and multi-year financial forecasting. Applies organizational policies and procedures to resolve various issues related to fiscal management, providing administrative and financial expertise to support the Schools. Provides analytical, reporting, and transactional support in management of VCHS resources in partnership with Schools. Makes recommendations for developing internal control processes and practices. Develops and documents procedures for resource management across various functions. Supports the development and implementation of resource management training programs for VCHS staff. As directed, conducts ad-hoc special, analytical projects and benchmarking studies. Assumes other related responsibilities as assigned.

Uses skills as a seasoned, experienced professional to support the financial management of VCHS and SOM resources and partners with Schools and Departments on financial initiatives with a full understanding of industry practices and organizational policies and procedures; resolves a wide range of issues in imaginative as well as practical ways. Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Contacts are both internal and external to the department.

MINIMUM QUALIFICATIONS
  • Seven years of related experience, education/training, OR a Bachelor's degree in related area plus three years of related experience/training.

  • Thorough knowledge of finance policies, practices, and systems.

  • Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports. Advanced Excel and Access Database skills; demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.

  • Thorough knowledge of financial data management and reporting systems. Experience with Tableau and Cognos reporting. Thorough knowledge of financial principles and excellent mathematical, accounting, and analytical skills to perform research and develop and compile data into accurate, concise, and complex reports.

  • Proven interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail. Proven ability using organizational skills to multi-task in a high volume environment.

  • Proven ability to effectively present information verbally and in writing in a clear and concise manner.

  • Ability to function as a member of a team.

  • Ability to independently gather required information to organize, and perform financial analysis assignments.

  • Ability to adapt to changing priorities. Excellent organizational skills in order to prioritize multiple tasks, develop, analyze and/or revise procedures, meet deadlines, and work in an environment of heavy pressures and changing priorities.

  • Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.

  • Proven ability to analyze complex financial issues, recognize potential impact, identify creative and alternative solutions and make recommendations. Demonstrated experience with computerized systems, database management and spreadsheet and word-processing programs to manipulate data and create reports.

  • Ability to perform complex financial analysis and customized reporting.

PREFERRED QUALIFICATIONS
  • Possess substantial knowledge of the programs and philosophy of Health Sciences; understanding and supporting the education, research and outreach missions of the Vice Chancellor's Office is essential. Knowledge of UCSD policies and procedures, including the willingness to understand and enforce these policies when required.

Pay Transparency Act

Annual Full Pay Range: $77,000 - $139,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $36.88 - $66.67

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
